PROGRAM IN 2020
Title of the Course/Program  LEADERSHIP TRAINING PROGRAM IN JAPAN
Course Details  The program aims to provide the participants from the ASEAN Countries with a broader perspective and understanding of the role of science, technology and culture of Japan and other developments in ASEAN Countries.
Sponsor  Philippine National Committee (PNC) for the International Association of Traffic and Safety Sciences (IATSS) thru the Department of Science and Technology (DOST)
Place of Study  Suzuka, Japan
Duration  May 2020 to July 2020
Qualifications  1)         Qualification Requirements 

·        Not more than 35 years old at the time of the closing date of the application

·         Must be involved in policy, planning formulation and research

·         Must hold a permanent appointment

·         Must be computer literate

·         Must have rendered at least two (2) years of service in government

·     Must have completed the required service obligations for previous scholarship award availed

·         Must not have any pending scholarship applications under other programs

2)        Required supporting documents for nomination

·         Letter of recommendation from the head of office/agency

·         Accomplished IATSS application forms

·         Two (2) references: one from the direct supervisor, one

from the former supervisor (please use referees’ form)

·         Two essays (please see page 4 of IATSS Forum

Application Booklet for instruction on essay preparation)

·         Certified true copy of diploma and transcript of record

·         Two (2) photos, 4 cm x 3cm (photo must be recent with

written name at the bottom)

List of previous scholarships/trainings attended

Documentary Requirements The nominee shall submit the following requirements to Career Development Division-Human Resource Development Service (CDD-HRDS) not later than 17 May 2019:

1.      Nomination letter/Memorandum addressed to the Secretary by the Head of Office (Region/Bureau/Director/Undersecretary/Assistant Secretary concerned) stating how the subject training complies with the minimum criteria for official travel abroad in consideration of the following:

a.  It is essential to the effective performance of an official or employee’s  mandate or functions;

b.  It is required to meet the needs of the department, agency, bureau or officeor there is substantial benefit to be derived by the state;

c.  The presence of the official or employee is critical to the outcome of the meeting, conference, seminar, consultation or any official activity to be attended;

d.  The projected expenses are not excessive or involve minimum expenditure; and,

e.   The travel “shall not hamper the operational efficiency of said agency.;

2.  Service Record (at least two (2) years as a permanent employee);

3.      Certification from the Chief, Administrative Division stating that;

a.that the applicant has no pending administrative and/orcriminal case;

b.   that the applicant has no pending scholarship nomination;

c.   that the applicant’s performance ratings for two (2) immediate rating periods were at least Very Satisfactory;

d.  that the applicant has rendered and completed the service obligation required under the previous scholarship; and,

e.    that the applicant is physically andmentally fit to travel.

4.Certification of actual duties and responsibilities (including past involvement) relevant to the course signed by immediate superior;

5.  Travel report of the previous travel; and,

6. Duly accomplished Updated Personal Data Sheet (with list of in-                    service trainings and seminars attended).

Deadline of Submission The deadline of submission of nomination and supporting documents is on 30 June 20195:00PM. Enclosed is the invitation letter with other details of the program, for reference. Remarks  The IATSS Forum shall shoulder the costs of roundtrip ticket and daily subsistence allowance during the program.
The DENR Scholarship Committee will conduct screening and selection of candidates to the said scholarship program. The candidates shall be called to DENR Central Office for panel interview or online conference upon invitation.
