INVITATION TO THE ASIAN DEVELOPMENT BANK – JAPAN SCHOLARSHIP PROGRAM (ADB-JSP) FOR AIM’S MASTER IN DEVELOPMENT MANAGEMENT (MDM)
PROGRAM DETAILS
The ADB-JSP aims to encourage and strengthen human resource development and nation-building with its partner countries within the region. Through AIM’s MDM program, it has already produced 1,292 graduates coming from 34 partner countries within the Asia-Pacific region. AIM was one of the first ADB-designated institutions to receive full-time scholarship funding for qualified and deserving students. The scholarship award covers a 100% tuition fee, including campus dormitory accommodation, one round-trip economy class airfare, and a stipend.
The program upholds a problem-solving approach to learning, in order to develop leaders who can scale social impact through social entrepreneurship, transformative policy implementation, and impact-first investing.

DURATION
The MDM program is a 12-month full-time online program (i.e., Wednesdays and Fridays from 5:30 P.M. to 9:00 P.M, and Saturdays from 1:30 P.M. to 5:00 P.M.) designed to produce leaders who can drive development by leading sustainable change and solutions.
QUALIFICATIONS
Interested applicants shall possess the following qualification requirements of the DENR:
Have at least two (2) years holding permanent plantilla position in the DENR at the time of application;
Have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;
Performing duties and responsibilities relevant to the field of study/travel being applied for;
Have no pending administrative case;
Have no pending application and nomination for other study and non-study trips;
Have not exceeded four (4) official foreign travel within a year;
Have submitted all the required reports from previous foreign travels;
Have rendered the required service obligation for a scholarship previously enjoyed; and
Must be willing to sign a scholarship service contract and shall serve the DENR with the corresponding period of service obligation
In addition, applicants shall also possess the following qualification requirements of the ADB-JSP:
Be a graduate of any bachelor’s degree from a recognized university or institute of higher learning;
Have at least 2-3 years of strong professional experience, preferably at the supervisory or managerial level;
Not be more than 45 years old at the start of the program;
Not have any prior master’s or doctoral degree(s);
Not have lived, worked, or studied in a country other than his/her own home country.
Have proficient academic records;
Be proficient in spoken and written English; and
Agree to return to his/her home country after the completion of the MDM program.
DOCUMENTARY REQUIREMENTS
The nominee shall submit the following requirements to Career Development Division:
Memorandum addressed to the Chair of the Human Resource Development Committee (HRDC), attention HRDC Secretariat to be endorsed by Head of Office and concurred by Supervising Undersecretary and Assistant Secretary;
Resolution from HRDC Counterpart recommending the nomination of the applicant;
Service Record;
Certificate of no pending administrative case:
Certification from the Director supervising human resources/Assistant Regional Director for Management Service/Assistant Director (Region/Bureau/Attached Agency) stating that the applicant:
has no pending scholarship nomination;
has not been a delinquent scholar from a previous scholarship grant;
has submitted all the required reports from previous foreign travels;
has performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;
Updated Personal Data Sheet, with Work Experience Sheet, duly signed by authorized person administering oath; and
Self Certification of official Travel History for the past 24 months.
DEADLINE OF SUBMISSION
The nominee shall submit complete application requirements to the Career Development Division through this link bit.ly/nomiforeign on or before 13 September 2024.
REMARKS
The DENR HRDC shall screen and select qualified candidates to the program. Selected candidates will be endorsed to the AIM, and notified to proceed with the application/admission process and submission of the following requirements:
Duly Accomplished ADB-JSP Information Sheet (see attached);
Copy of Undergraduate Diploma;
Copy of Official Transcript of Records with Cumulative Grade Point Average (CGPA);
Certificate of Employment for the last 5 years issued by the company stating the start and end date of employment (e.g. Jan 2016 to Dec 2017 or Jan 2016 to present);
Certificate of Income issued by the company, can be any of the following:
a. Annual Income
b. Monthly Income
c. Latest Income Tax Return
Certificate of Family Income issued by the company:
a. Parents’ Annual/Monthly Income (if the applicant is single)
b. Spouse’s Annual/Monthly Income (if the applicant is married)
c. If the status is unemployed, or parents/spouse may be retired or deceased, an authenticated supporting document must be submitted
d. Passport Copy of Applicant
Upon nomination by the DENR, the AIM will screen applications based on its own selection criteria, in consideration with the ADB eligibility requirements and selection criteria. In turn, ADB will review the submissions from AIM and will recommend awardees to the Executive Director for formal approval.
