TITLE OF THE PROGRAM INVITATION TO PROJECT FOR HUMAN RESOURCE DEVELOPMENT SCHOLARSHIP PROGRAM BY JAPANESE GRANT AID (JDS) 23RD BATCH
PROGRAM DETAILS The Project for Human Resource Development Scholarship by Japanese Grant Aid (JDS) aims to support the human resource development of the Japanese grant aid recipient countries. The JDS Project targets highly capable young officials who are expected to engage in implementing social and economic development plans as a future leader. The JDS Project offers Master’s and Doctor’s Degree courses at Japanese Universities. All the selection costs will be covered by the JDS Project.

QUALIFICATIONS Related to this, an applicant shall possess the following qualification requirements of the DENR:

  1. Have at least two (2) years holding permanent plantilla position in the DENR at the time of application;
  2. Have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;
  3. Performing duties and responsibilities relevant to the field of study/travel being applied for;
  4. Have no pending administrative case;
  5. Have no pending application and nomination for other study and non-study trips;
  6. Have not exceeded four (4) official foreign travel within a year;
  7. Have submitted all the required reports from previous foreign travels;
  8. Have rendered the required service obligation for a scholarship previously enjoyed; and
  9. Must be willing to sign a scholarship service contract and shall serve the DENR with the corresponding period of service obligation.

In addition, applicants shall also possess the following qualification requirements of the Project for Human Resource Development Scholarship (JDS):

  1. Must be between 22 and 39 as of April 1st, 2025 (Born on/after April 2nd, 1985 and born on/before April 1st, 2003);
  2. Must have at least two (2) years of work experience, particularly in work relevant to selected Component;
  3. Have a performance rating of at least Very Satisfactory from July 1, 2023 to June 30, 2024 in the organization;
  4. Must possess a Bachelor’s Degree relevant to the target fields;
  5. Must have adequate English proficiency (TOEFL PBT 550/ iBT 79-80 or IELTS 6.5 or higher);
  6. Must have sixteen (16) years of formal education or relevant academic/research career or working experience; and
  7. Have not been awarded any other foreign scholarships for obtaining a master’s degree.
DOCUMENTARY REQUIREMENTS The nominee shall submit the following requirements:

  • Memorandum addressed to the Chair of the Human Resource Development Committee (HRDC), attention HRDC Secretariat to be endorsed by Head of Office and concurred by Supervising Undersecretary/Assistant Secretary;
  • Resolution from HRDC Counterpart recommending the nomination of the applicant;
  • Service Record;
  • Certificate of no pending administrative case;
  • Certification from the Director supervising human resources/Assistant Regional Director for Management Service/Assistant Director (Region/Bureau/Attached Agency) stating that the applicant:
    • has no pending scholarship nomination;
    • has not been a delinquent scholar from a previous scholarship grant;
    • has submitted all the required reports from previous foreign travels; and
    • has performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods.
  • Updated Personal Data Sheet, with Work Experience Sheet, duly signed by authorized person administering oath; and
  • Self Certification of official Travel History for the past 24 months.

REMARKS The DENR HRDC shall screen and select qualified candidates to the program. Selected candidates will be endorsed to the JICE JDS, and notified to proceed with the application/admission process and submission of the following requirements to the organizer no later than 16 December 2024, 1:00 P.M. Upon nomination by the DENR, the JICE JDS team will conduct an initial review of the submitted digital documents. A formal request will be sent by the JICE JDS team to the applicants for the final version of the required application documents.
