TITLE OF THE PROGRAM PUBLIC MANAGEMENT DEVELOPMENT PROGRAM (PMDP) MIDDLE MANAGERS CLASS (MMC) BATCH 30
COURSE DETAILS The MMC is designed for Division Chiefs (SG 24) or those in equivalent positions who are in succession for 3rd level posts. Designated OICs in these positions for at least a year are also eligible for nomination and so with high-performing and high-potential specialists SG 18 to SG 23. All nominees must not be older than 50 years old.
FUNDING SOURCE Benefits and privileges for the duration of the grant including data allowance shall be charged to DENR funds in accordance with existing scholarship policies and guidelines after their admission to the course.
IMPLEMENTING SCHOOL Development Academy of the Philippines (DAP)
MODE OF STUDY The PMDP has been partially reverted back to its residential design with some modules being held in-person in the DAP Conference Center, Tagaytay City under a bubble arrangement. Scholars will be relieved for the duration of 12 months which includes residential training, sensing journey and capstone project.

QUALIFICATIONS

Nominees/participants in the above activities shall possess the following qualifications:

  1. Have at least two years holding permanent plantilla position in the DENR at the time of application;
  2. Have obtained performance ratings of at least Very Satisfactory for the last two consecutive rating periods;
  3. Performing duties and responsibilities relevant to the field of study;
  4. Have rendered the required service obligation for a scholarship previously enjoyed;
  5. Have not availed any scholarship (local and foreign) in the past two years prior to the awarding of grant;
  6. Must be willing to conduct a master’s thesis aligned to the priority programs of the Department or related topics to be identified/approved by the DENR;
  7. Must be willing to sign a scholarship service contract and shall serve the DENR with the corresponding period of service obligation;
  8. Must not be a delinquent scholar; and
  9. In good mental and physical health.
DOCUMENTARY REQUIREMENTS

The nominee shall submit the following requirements to Career Development Division-HRDS on the abovementioned deadline of submission:

  1. Memorandum addressed to the Chair of the Human Resource Development Committee (HRDC), attention HRDC Secretariat to be endorsed by Head of Office and concurred by Supervising Undersecretary/Assistant Secretary (Kindly indicate classes applied for.);
  2. Board Resolution from HRDC Counterpart recommending the nomination of the applicant;
  3. Service Record;
  4. Certification from the Director supervising human resources/Assistant Regional Director for Management Service/Assistant Director (Region/Bureau/Attached Agency) stating that the applicant:
    - has No Pending Administrative and/or Criminal Case;
    - has No Pending Scholarship Nomination;
    - performance ratings for two immediate rating periods were at least Very Satisfactory;
    - has not been a delinquent scholar from a previous scholarship grant;
    - has rendered and completed the service obligation required under the previous scholarship; and
    - physically and mentally fit to study.
  5. Certification of actual duties and responsibilities (including past involvement) relevant to the course signed by immediate superior; and
  6. Updated Personal Data Sheet, with work experience sheet, duly signed by authorized person administering oath; and
  7. Self Certification of Non-withdrawal from the course.

The MNSA program aims to develop the competencies, values, and skills of key officials and national security leaders in the formulation and implementation of policies related to national security and development.

  2. Have obtained performance ratings of at least Very Satisfactory for the last two (2) consecutive rating periods;

  4. Have rendered the required service obligation for a scholarship previously enjoyed;

The SEC is designed for incumbents of directorship positions with Salary Grade 25 an up, or OICs for at least a year, aged 55 years and below.

The MMC is designed for Division Chiefs (SG 24) or those in equivalent positions who are in succession for 3rd level posts. Designated OICs in these positions for at least a year are also eligible for nomination and so with high-performing and high-potential specialists SG 18 to SG 23. All nominees must not be older than 50 years old.

IMPLEMENTING SCHOOL Development Academy of the Philippines (DAP)
MODE OF STUDY The PMDP has adopted Flexible Learning, a combination of online (both synchronous and asynchronous) and face-to-face modality for selected modules if possible, with the easing of travel restrictions subject to health protocols. Classes are scheduled from Monday to Friday, 8:00 AM to 5:00 PM.
DURATION 6 months

TITLE OF THE COURSE/PROGRAM 7TH CYCLE OF THE PROFESSIONAL MASTERS IN TROPICAL MARINE ECOSYSTEMS MANAGEMENT (PM-TMEM)
COURSE DETAILS PM-TMEM is an accelerated program uniquely designed for professionals engaged in the management and governance of tropical marine ecosystems. Students of PM-TMEM get the distinctive benefit of a highly integrative and transdisciplinary teams of faculty, lecturers and resource persons, including local and international experts.

Must be holding a permanent position for at least two years at the time of application, with minimum of two years work experience preferably from the 33 Marine Protected Areas (MPA) Sites under the National Integrated Protected Areas Systems, including Verde Island Passage (VIP) Marine Corridor and/or other relevant TMEM/coastal resource management;
  2. Have obtained performance ratings of at least Very Satisfactory for the last two  consecutive rating periods; 
  3. Performing duties and responsibilities relevant to the field of study;
  4. Have rendered the required service obligation for a scholarship previously enjoyed;
  5. Have not availed any scholarship (local and foreign) in the past two years prior to the awarding of grant;
  6. Must be willing to conduct a master’s thesis aligned to the priority programs of the Department or related topics to be identified/approved by the DENR;
  7. Must be willing to sign a Scholarship Service Contract and shall serve the DENR with the corresponding period of service obligation;
  8. Must not be a delinquent scholar; 
  9. In good mental and physical health; and
  10. Must not withdraw from the Program once selected.

COURSE DESCRIPTION

The MPA Scholarship program aims to enhance the competencies of the DENR supervisors and future leaders towards the development, promotion and advancement of effective, efficient and efficacious public organization and administration. Scholarship Grantees will be exposed to theoretical and praxiological understanding and appreciation about the needs, concerns, issued and trends and problems of contemporary public organizations and administration.

The Program is forty-two (42) unit course, including thesis writing, and will run for two (2) years.

They shall be required to submit the following documentary requirements to the PUP OU Registrar thru the DENR HRDC Secrtariat:

·         Application for admission addressed to OUS Executive Director, Dr. Carmencita L. Castolo, with two (2) passport size ID Picture;

·         Filled-out Recommendation letter form (download the form)

·         Transcript of Records of highest degree earned from the school last attended (1 original and 2 photocopies);

Full Scholarship grant will be awarded to thirty (30) successful candidates, with benefits and privileges for the duration of the grant in accordance with the existing scholarship policies and guidelines, after their admission to the course. As part of additional support, Scholarship Grantees will also be provided with one (1) day and two (2) days off privileges every week for the duration of course work and thesis writing, respectively.
