Training and Development Division

 

 

The Training and Development Division shall plan, design, program, coordinate and conduct learning and growth activities in support of the performance of the Department’s core functions; assist the various sectors in the formulation of learning and growth programs and related services directed to the development of the Department’s partners; design and develop a system of assessing human capital and capability needs to serve as basis for learning and growth plans; conduct periodic monitoring and evaluation of learning and growth programs and other human resource development (HRD) interventions conducted by the Department; and perform functions that may be assigned by higher authority.

 

 

The Competency Development Section shall plan, implement and coordinate training activities to strengthen the internal capability of the DENR’s human resources; provide assistance to various Offices, Bureaus, Attached Agencies in the formulation/conduct of training programs directed to the development of the DENR’s human resources; maintain a pool of resource persons and trainers; maintain a database of graduates of technical/support programs; and perform other functions that may be assigned by higher authority.

 

 

The Management Development Section shall plan, implement and coordinate training activities to strengthen the capability of the DENR’s executives; provide assistance to various Offices, Bureaus, Attached Agencies in the formulation/conduct of training programs directed to the development of the DENR’s executives; maintain a pool of executive resource persons/trainers; maintain a database for all the graduates of executive training programs; and perform other functions that may be assigned by higher authority.

 

 

The Institutional Development Section shall formulate capability building framework in support to OGAs, LGUs and other partners/stakeholders’ participation in ENR management; establish networking with external partners such as academic institutions, OGAs, LGUs, NGOs and other partners/stakeholders on capacity building programs/activities; provide technical assistance in building stakeholders/partner on capacity building programs/activities; provide technical assistance in building stakeholder/partner capabilities in ENR Management; develop proposals for possible external funding for HR activities; serve as resource center for tools and materials on HR practices and training equipment; and perform other functions that may be assigned by higher authority.

 

 

The Monitoring and Evaluation Section shall monitor and evaluate the HRD plans and priority training programs of the Central Office, Regional Offices, Bureaus and Attached Agencies to ensure adherence to the overall HRD plan; design, organize and steer monitoring and evaluation plans in such a way that they contribute to accountability and learnings; develop and maintain the Division Databases and generate management reports on training participants, resource persons, etc.; and perform other functions that may be assigned by higher authority.
