Each CENRO/ Implementing PENRO of the DENR is in need of a lawyer 2017

JOB VACANCY ANNOUNCEMENT

Each Community Environment and Natural Resources Office (CENRO)/Implementing

Provincial Environment and Natural Resources Office (PENRO) of the Department of

Environment and Natural Resources (DENR) is in need of a lawyer who will be hired under

contract of service.

Under this engagement, the lawyers will perform the following functions:

1. Represent the CENRO/Implementing PENRO and/or the DENR at hearings in

Court involving DENR and its official, in the performance of its functions;

2. Prosecute, in collaboration with public prosecutors, criminal cases which involve

violations of laws on forestry, land, protected areas, biodiversity, environment,

mining, solid waste, and other environmental laws, rules and regulations;

3. Represent the CENRO/Implementing PENRO and/or other DENR officials and

employees who are respondents on certiorari, mandamus, or prohibition

proceedings;

4. Prepare pleadings for and in behalf of the CENRO/Implementing PENRO/DENR;

5. Examine sufficiency of evidence and determine issues and course of action to be

taken, and assist the CENRO/Implementing PENRO in filing cases;

6. Provide legal advice to the CENRO/Implementing PENRO on official matters;

7. Assist the hearing officers on administrative proceedings handled by the DENR;

8. Take accountability on all documents, equipment and information received and

maintain confidentiality of information and documents handled in the performance

of the herein tasks;

9. Avoid handling cases with conflict of interest; and

10. Perform such other related work that may be assigned by the CENRO/Implementing

PENRO.

Monthly salary is at Php 47,779.00 and actual transportation expenses during official travel.

Interested applicants must submit the following documents to the nearest DENR

regional/provincial/community office on or before 15 September 2017.

1. Duly accomplished Personal Data Sheet (CSC Form 212 rev 2017);

2. Certificate of Good Standing issued by the Integrated Bar of the Philippines

issued not earlier than three months prior to the date of application;

3. Mandatory Continuing Legal Education (MCLE) Compliance Certificate; and

4. Disclosure of Conflict of Interest.

Engagement of accepted applicants will be from 18 September 2017 to 31 December 2017.

Air pollution: A public health concern in the Philippines

On World Environmental Health Day on September 26, 2017, the DENR, Department of Health (DOH) and the World Health Organization (WHO) Philippines jointly highlight the environmental risk of indoor and outdoor air pollution to the health of Filipinos.

Air pollution is an environmental health risk around the world with 92% of the world’s population exposed to air quality levels that exceed WHO’s ambient air quality guidelines. People in urban areas are more exposed to dangerous levels of air pollution than those in rural areas. Air pollutants such as sulfate, nitrates and black carbon, found in both indoor and outdoor settings, are extremely dangerous to people’s health.When the size of the particulate matter in the air is 2.5 micrometers (PM2.5) and below, it penetrates to a person’s lungs and cardiovascular system.

According to WHO,the safe level for PM2.5is10 micrograms per cubic meter (μg/m3) of air in a year. In Manila, the annual average of these pollutants is at 17 μg/m3, 70 percent more than the recommended safe level.

Globally, over six million deaths are linked to indoor and outdoor pollution due to non-communicable diseases such as heart disease, stroke, lung cancer, and chronic respiratory diseasesevery year. In the Philippines, about 1 in 4 deaths are attributed to air pollution.  >> more
